Code Review
This pull request correctly makes the search bar in the SelectSecurityGroupModal static by moving it into the ion-header. This is a good UI improvement as it ensures the search bar is always visible when scrolling through a long list of security groups. The implementation is sound. I have one suggestion to further enhance the user experience by making the search interactive as the user types, rather than requiring them to press Enter.
