Migrate infrastructure to cloudformation

Per discussion with @eternaltyro and @mataharimhairi, we need to rework the infrastructure of the app to visualize-change.hotosm.org. Currently deployed via Elastic Beanstalk, there are critical structural issues and costs that can be solved/mitigated by using a CloudFormation template to build the infrastructure resources.

Essential Resources:

• ECS Cluster/Service/Container Defs/Execution Role
• Storage System (either via EFS or some novel solution)
• Application Load Balancer / Target Groups / Listeners

Second Priority:

• CodeDeploy Application
• Autoscaling with a single database/filesystem
• CloudWatch logging/ monitoring

@dakotabenjamin @bdon wanted to make sure the both of you connected about this, and share the Packer setup for the Export Tool on Azure for review to see if it could be replicated and applied to Visualize Change instead of CloudFormation?

Here's the Packer template I am using for Export Tool: https://github.com/hotosm/osm-export-tool/blob/master/ops/packer/packer.json it should be portable to AWS instead of Azure by adding an additional Builder in packer.json
