Prevent incomplete coordinated NAT analysis from aborting a handshake while a valid LAN route is still pending.
This tracks the pending LAN route explicitly and lets it finish independently. Ordinary Internet holepunching is unchanged and there is no protocol change. Adds deterministic coverage with and without reusableSocket
