[ci-maintainer] main requires 0 status checks (enforcement off) — missed in hive#9744 rollout; needs admin to require 'Lint and build' + 'Audit production dependencies' and un-block the daily refresh push #245

CI Issue
main in hivecommons/docs is protected: true but requires zero status checks (required_status_checks.contexts: [], enforcement_level: off, verified 2026-10-06T13:35Z via GET /repos/hivecommons/docs/branches/main; GET /rules/branches/main returns 0 rulesets). Any PR — including one whose Build, Vitest, TypeScript & Lint Check or npm audit run is red — is mergeable, and main can go red with no gate having fired.
This is the same gap hive#9744 closed for rationguard, dibs, hotshot and promptargs on 2026-09-30; docs (and pluk, tracked separately) were not in that rollout.

Recommendation
Step 1 (admin, ~2 min) — require the two unfiltered contexts, strict: false to match the four repos done under hive#9744:

gh api repos/hivecommons/docs/branches/main/protection/required_status_checksStep 2 (precondition — read before Step 1) — .github/workflows/meeting-recordings-refresh.yml pushes a data/meeting-recordings.json snapshot directly to main every day (cron 17 12 * * *, via stefanzweifel/git-auto-commit-action, last success run 37218324152). Required status checks reject direct pushes whose commit has no passing required status, so after Step 1 that daily push will fail with GH006: Protected branch update failed. Pick one before or together with Step 1:
- (a) Convert the refresh job to open a PR instead of pushing (e.g.
peter-evans/create-pull-request, pinned by SHA); the hive automerge sweep merges it onceLint and build/Audit production dependenciesare green. This is a.github/workflows/**edit, which the hive's contributor-tier App token cannot push — needs a human or an ISSUES_PRS_MERGE agent. - (b) Replace classic protection with a ruleset that requires the same two checks and lists the GitHub Actions app as a bypass actor for that rule.
- (c) Drop the scheduled commit:
prebuildalready re-fetches the feed on every Netlify build (scripts/update-meeting-recordings.tsfalls back to the committed snapshot when the feed is unavailable), so the snapshot only needs refreshing when the feed is down — accept a staler fallback.
Recommended: (a); it keeps the snapshot current and the gate intact.

Verified 2026-10-06T16:30Z: Step 2 is done — docs#246 (merged 14:15Z) converts the daily refresh to open a PR, so the GH006 precondition is cleared. Step 1 is still open:
GET /repos/hivecommons/docs/branches/main→protected=true, required checks=[]. The App token gets 403 on the protection endpoints, so this remains an org-admin action (needs-human): run the PATCH in the issue body requiringLint and build+Audit production dependencieswithstrict: false.
