Summary

• normalize each worker workspace into one manager-owned commit with run, task, provider, outcome, claimed-check, concern, and follow-up provenance
• generate the combined pull-request description directly from worker, Git, validation, and review evidence
• remove the persistent local pull-request Markdown draft
• add explicit opt-in GitHub publication through --create-pr and the desktop delivery policy
• open non-ready deliveries as draft pull requests
• neutralize accidental mentions and issue-closing directives from model-authored prose

Operational state

SQLite remains local for active runs, events, retries, leases, PM tasks, and recovery. Durable code and handoff summaries now travel with Git and the pull request rather than a standalone local file.
