New nightly experiment65 — loaded rule validation-snapshot ownership

Pre-registered Spec71 at43750dd BEFORE implementation/output. New boundary: loadPack validated snapshot lifetime, no mergeLayers, unlike exp64. Roadmap18/19 already built. Pending60–63 remain separate; not renamed/replayed.

Frozen18 scenarios:9 producer mutations,3 consumer cross-reference hazards,6 compatibility controls. Real public built Aegis loadPack/evaluate plus detached-input diagnostic. No LLM judge, thresholds or scenarios tuned; holdout reserved-unused.

• Baseline real fetched main524098e repeated runslro-mvalf27u/lro-mvalf2al identical rows: snapshot drift9/9; unsafe allow8/8; exact accuracy3/18; diagnostic18/18.
• Runtime35f332e clones each Rule before load validation and compile. SAME harness/seeds/scenarios runlro-mvalgz7p: drift0, unsafe allow0, accuracy18/18; all secondary metrics1. Red retained.
• Three committed38-event traces, hashes/full source-dist manifests; CLAIMS.json RT55; SYNTHESIS/JOURNAL/evidence ledger; actual row/identity/freshness/artifact verifier and16 rejection controls + positive accepted.
• CI reruns against pinned candidate1831c85, compares fresh full rows of both arms to admitted green, not only self-reported booleans. Existing exp64 regression CI retained unchanged. Static catalogue not live execution.
• Regression-only SwarmLab verify:evidence50claims108traces1001assertions; Aegis release1166tests/stored51cases green. Focused20 tests13red7pass->20green.

Host owns provenance, explicit compiled edits/reloading/execution. Not immutable policy/cache-tamper enforcement/atomic action/predictor claim. Inputs unfrozen/unmodified; frozen recipes work; loaded outputs editable. No .acr change, Territory not refreshed. Prior held PRs not merged.

Paired Aegis PR: heybeaux/aegis#71. Wait for actual executable CI and clean mergeability; pending checks terminal status allowed.
