Remove wall-clock CI flakes

Two pre-existing timing-sensitive tests repeatedly blocked unrelated PRs across Node 20/22/24.

• make the Date.now nondeterminism test deterministic with a mocked monotonic clock
• use the already-proven Aegis ReDoS guard default (25ms, env-overridable) so shared-runner cold-start jitter is not mistaken for catastrophic backtracking

The 25ms policy matches heybeaux/aegis commit 7f2a872.

Verification: full pnpm test, pnpm typecheck, and pnpm build pass locally.
