New experiment → reproducible red → same harness green

Spec67/exp61/RT51 uniquely tests valid exported recipe mutations BEFORE a separate consumer invokes implicit policy. Not RT48 in-flight drift, RT49 output aliasing, or RT50 malformed numeric validation.

• Current main4be84ed: global influence9/9, weakening misclassification6/6, accuracy7/16. Two identical baseline runs dpi-mv4vqk63/dpi-mv4vqkba.
• Runtime186cc3541218ca0a591bc36fd02bc7708f0d65bd: private implicit severity/threshold/safe-set policy, editable public recipe copies, same strict async effective defaults.
• Same harness source hash/seeds/scenarios dpi-mv4vti3m: influence0/9, weakening0/6, accuracy16/16, controls/secondary1. Public names/types/template writes and explicit override behavior preserved. No fixture-specific policy.
  -14 regressions11 red/3 pass→14 green. Release build/typecheck1139 tests and50/50 stored evidence green; unchanged exp55–59 regression results green (not novel evidence). SwarmLab verify49 claims105 traces995 assertions. Trace artifact manifests and real package SHA pinned.

HOLD: owner migration review

Undocumented global DEFAULT_* mutation no longer configures implicit policy. Hosts must select existing explicit EvaluateOptions/allowlist overrides. Intentional policy behavior change: draft retained for Beaux review, do not merge solely because CI green. Prior RT50 draft #66 remains separate, no cherry-pick/combined claim. No .acr changes/Territory refresh. Process compromise/getters/proxies/malformed contracts/live calibration/transactional execution out of scope.
