Add the arXiv preprint as one article entry in data/projects.json, the source for the generated README and site.

It presents the first data-driven survey and analysis of Jev's application ecosystem based on 2,170 public GitHub projects, covering rapid early growth, application domains, and decision-use patterns. No generated files are included.

Validation: npm run validate (1,103 entries valid).
