Make HeimForge's generated coding-agent layer provider-neutral and optional.

Move portable Agent Skills from .omp/skills to .agents/skills
Keep AGENTS.md, BOOTSTRAP_PROMPT.md, .context, and skills enabled by default
Add --no-agent-tooling to omit the complete agent layer
Add --agent-adapter omp for the optional OMP extension/prompt
Keep OMP strictly additive; it does not modify provider-neutral generated files
Remove OMP/Pi/Context7 assumptions from default generated content
Add regression coverage for portable, agent-free, and OMP-adapter generation

Validation:

./scripts/validate-template.sh
focused 80-test agent/generator suite
full ./scripts/test.sh: 595 tests passed
