Enables Dependabot to track Project.toml [compat] bumps and GitHub Actions versions on a weekly schedule. Aligns with the org-wide migration off CompatHelper.jl in favor of Dependabot's native Julia support. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
