Native: load the whole inbox and say when it can't - #1284
It fetched only the newest 40 items per repository and kind (100 with no status filter, so picking Open fetched fewer). No provider paged. Time, status, kind and search filters then ran on that capped set.
In the GitHub/GitLab/Azure loop one failing repository (a fork's upstream with issues disabled, no access, a rate limit) returned from the whole provider, discarding every other repository's rows.
A provider error was only shown when the list was empty. With cached rows it kept showing them as if current.
Changes
Fetch up to 200 per repository and kind regardless of status filter, and page: gh --limit (it pages itself), GitLab X-Next-Page, Linear cursors, Jira nextPageToken, Azure $skip (PRs and review requests) and chunked work-item batches.
fetch_checkouts isolates failures per repository and kind. The failures come back as Snapshot::partial, and the previous rows of a failed repository are kept. Only a provider where every request failed is still an error.
Snapshot::capped is set when a request filled its limit. The list then shows "Showing the newest N per repository" with a Load more button (+200, up to 1000, not saved).
A notice above the list when a refresh failed but cached rows are shown, and when some repositories couldn't load.
Not changed: the default project scoping of the Inbox, and the GitLab/Azure "Assigned to me" semantics (todos/reviews rather than assignee). Both look separate enough for their own PRs.
The inbox fetched only the newest 40 items (100 with no status filter) per
repository and kind, never paged, ran filters on that capped set, and let one
failing repository discard its whole provider. Stale rows also hid provider
errors.
- Fetch up to 200 per repository and kind regardless of status filter, paging
GitHub, GitLab, Linear, Jira and Azure DevOps instead of stopping at one
request.
- A repository that fails (issues disabled, no access, rate limit) is skipped
and reported; the rest of the provider still loads. Only a provider where
every request failed is an error.
- Show a notice above the list for a provider error while cached rows are
shown, and for repositories that failed to load.
- Show "Showing the newest N per repository" with a Load more button when a
request filled its limit.

Walkthrough
Inbox fetching now uses a configurable session-only limit and provider pagination. Snapshots report partial failures and capped providers. The inbox retains prior items for affected repositories and displays failure notices and controls to increase the fetch limit.

Summary
Fetch limits and partial-result assembly crates/monocode-core/src/inbox.rs
ViewState now has a session-only fetch limit, defaulting to 200 and clamped to 1–1000. Snapshot records partial failures and capped providers. The service retains successful checkout results when other requests fail and returns an error when all requests fail.
Provider fetchers now collect paginated results up to the requested limit. Azure DevOps uses $skip, GitLab uses page indicators, Jira uses nextPageToken, and Linear uses cursors. GitHub requests can exceed 100 items.
Retained results and fetch status crates/monocode-gpui/src/inbox.rs, crates/monocode-gpui/src/inbox/ui.rs
Inbox refresh preserves prior items when a partial failure matches their provider, kind, and repository. The UI displays source and partial-failure notices, plus capped-result information and a “Load more” control below the maximum limit.

The change is mergeable with bounded risk, but a stalled provider response could leave an inbox refresh loading indefinitely, and some Azure DevOps issues can disappear temporarily after a partial failure. Fix these paths before merge if that behavior is unacceptable.

Reject a repeated Jira nextPageToken.
If /rest/api/3/search/jql returns no parsed issues and repeats the current nonempty token, this loop can refresh indefinitely. The refresh task then cannot clear the inbox loading state.

Minor · Stability & Availability · Quick win
Reject an unchanged endCursor in the Linear paging loop.
next_cursor checks only that the cursor is non-empty. Assume Linear returns hasNextPage: true with the same endCursor and no parsed rows. Then issues.len() does not grow, and the loop runs forever. It also runs forever if parse_linear_issues drops every node. The refresh task never completes, and Inbox::loading stays true.
Compare the new cursor with the previous after value. Return an error if they are equal.

Retain Azure DevOps issue rows after a partial failure.
Azure DevOps issue rows set repo to the project name. A failed issue request records the checkout string in project/repo form. The comparison never matches, so the rows from the previous snapshot are not restored for that failed request.
