plugin VariantEffectPlugin not found in 1.16

Hi!

i've copied the repo as suggested in the readme, added the plugin to jbrowse.conf and got this error:

plugin VariantEffectPlugin not found. You can rebuild JBrowse with a -dev release or github clone with this plugin in the plugin folder.

I also received that error.

However, I am using docker-jbrowse. Are Plugins not compatible with docker-jbrowse?

OK, I tried with my regular JBrowse as well, version 1.16. (Not docker-jbrowse.) I received the same error as Juan
