Adds the missing make go_deps preparation before the static build. The first v3.0.8-age.3 static jobs failed because a clean runner's vendor/modules.txt was stale.\n\nVerification: clean checkout completed make go_deps plus CGO-disabled make pg_build; resulting amd64 binary is statically linked; actionlint passes apart from pre-existing SC2086 warnings.
