Publishes CGO-free PostgreSQL WAL-G binaries for amd64 and aarch64 alongside the existing Ubuntu assets. These binaries run in both glibc and Alpine PostgreSQL containers.\n\nVerification: release-equivalent amd64 build is statically linked; Alpine smoke test passed; targeted age encryption tests passed; actionlint passed apart from pre-existing SC2086 warnings; independent review found no blockers.
