v1.0.0-rc.1 was published to NuGet correctly as a prerelease (SemVer), but the GitHub Release was created as a full release. Derive the flag from the tag: any tag containing a hyphen (v1.0.0-rc.1) is a prerelease; stable tags (v1.0.0) are not.

1.0.0-rc.1as a prerelease (SemVer hyphen), but the GitHub Release was created as a full release. I've corrected that release manually; this makes it automatic going forward:v1.0.0-rc.1→ GitHub prerelease ✅v1.0.0→ full release ✅Workflow-only; no code/test impact.
