Only 2025 is selected when year range is set to 2024-2025 in annual graph

ok so this one's weird. let's go case by case, with the unit param set to yearly.

1. the left is set to 2001, and the right is set to 2020. this selects 20 items (01 to 20).
2. the left is set to 2001, and the right is set to 2002. this selects 2 items (01 and 02).
3. the left is set to 2020, and the right is set to 2025. this selects 5 items (20 to 24, but not 25).
4. the left is set to 2024, and the right is set to 2025. this selects 1 item.

why? because there do not exist any year records for 2025!

that seems wrong, doesn't it? but in the annual chart, that is correct. the last yearly record is for august 2024, which represents august 2024 to the end of july 2025, but is actually already in range on the left end of the select when the select is 2024-2025. the right end of the select doesn't make sense unless you're in monthly mode, where the 2024 year select represents the month of august 2024, and there are 11 more monthly records to fetch (september to july).

this is stupid.
