The latest 1.X for cups-filters project requires package from ubuntu 24 to build correctly. This PR fixes the Dockerfile for the cups-filters to allow the project build back to normal. The fuzzer and the build script in the upstream repository is also been fixed to unblock the fuzzer (OpenPrinting/fuzzing#55).
