Fixes #13050.

Change

• Resolve the configured max zoom before applying Cesium map padding to a point extent.
• Keep the existing point radius behavior when no finite max zoom is available.
• Cover both cases with Cesium zoom hook regression tests.

Verification

• The two new tests failed before the fix with DeveloperError: normalized result is not a number.
• Focused CesiumMap Karma suite: 26 passed, 1 pre-existing skip.
• npm run lint passed.
