Change the hardcoded
GAMMAPY_DATAenv path previously set to/dev, so now points to the version used to run the validation pipeline (e.g.gammapy-datasets/2.1). If using main branch, the behavior is the same as before (/dev)It also implements cache of datasets (gammapy and LST-1 from zenodo)
