chore(release): prepare FyAgent 0.4.5

Summary

• Prepare the user-requested 0.4.5 release from current main.
• Update canonical Cargo and macOS helper version metadata to 0.4.5, and keep the helper minimum-client compatibility floor at 0.4.2.
• Add English/Chinese release notes and changelog for Health Center, first-use recommendations, FDE catalogues, and managed subscription reuse through the local proxy.

Test plan

• mise run version:check -- --tag v0.4.5
• mise run release:check — 619 contract tests passed, 1 existing skip; native-fetch 4 passed
• node tests/version.test.mjs — 21 passed
• mise run typecheck
• Merge through required CI and the normal merge queue
• After the merge commit lands on main, create annotated v0.4.5 and let the formal Release workflow publish
