…ackages All 9 bundles are now kind:bundle plugins under bundles/ with requires: membership. Removed the bundles: field from 9 package manifests (the anti-pattern Bug K targets). gaming-streaming is NOT here — it's a Windows bundle now in eve-packages-windows.

Behavior
Migrate Linux package credentials to target-scoped secret mappings and align package configuration with the v4.5 dual-OS contract. Recovery #7 is validated and merged into v4.5.
Fresh Cloud validation
23 launcher tests, all tracked manifest conformance checks, environment contracts, ShellCheck/Ruff, and Linux/Windows shared-schema parity passed. Actual Linux/PowerShell runners and the combined 47-plugin catalog passed against the validated core contract. Core validation passed on Python 3.12 and 3.14 in Cloud, with 528 Python tests and one intentional skip; GitHub Linux and macOS checks passed.

Rollout dependency
Requires Eve #55; merge core first. This main-facing PR remains draft with the core rollout pending live Vultr Windows GPU/VDD and Sunshine-streaming validation. Cloud has no provider credential/identity binding; no live infrastructure was created.
