Implement concrete guarded SQLite authority and committed effects

Implement colocated native authority and progressively complete native effects without changing portable core semantics.

Latest ordinary-pushed/full-remote-verified checkpoint e4887723ec7761402231c65e2353f02301f4ca11 separates dispatch_candidate from durable result submission. An exclusive source-verified provider call returns a candidate while preserving the checkpoint, portable journal and public request/reply inventories. Explicit record_result performs fresh worker authorization/time checks; owner admission then uses the retained outcome. The convenience dispatch_claimed composes those stages. Private starts remain immutable native evidence, and receipt replay never grants call permission. The consuming SQLite writer guard covers checks and bounded I/O.

At the exact head, 126 affected tests passed (39 library, three live PostgreSQL, eight journal, 11 authority, 59 native handler, six public host) and locked Rust1.86 all-target/all-feature Clippy passed. New coverage checks candidate-return journal bytes, reopen/repeat refusal, explicit report/admission and actual SIGKILL after candidate return. Independent exact-head scoped LGTM independently reran59 native-handler+eight journal tests on a clean tree. Preceding private-start checkpoint 0e12b59518aebf389eccee0d0c35b2e67311694c has its separate frozen full-suite checks ongoing; preceding expiry checkpoint a002 passed full200 tests/21 summaries,19 fresh native gates and release build. Those full results are not reassigned to e488.

Keep draft: complete public operational effects integration, independently verified safe retry/reconciliation/cancellation, confirmed-outbox outstanding invocation, recovery/archive/timers/relocation and full source-bound verified installation remain unfinished. Infrastructure, final manual/package inventories, live publishing approvals and full-scope audit remain open. Preserve synchronized unreleased0.3.0, version-1 contracts and numeric machine format1. No tags or publication.
