Add a named-binding public client that saves complete mutation requests, immutable scope bindings and endpoints before transport. Retries and receipt queries stay pinned across restart and alias changes; native SQLite guards protect request identity and the first response.

The local SQLite host implements capabilities, create, admit, process, read, structural inspect and receipt for one authenticated scope. Checkpoint and complete first public response commit atomically. Authorization precedes existence lookup; replay precedes resolver/core calls. Optional authority/effects/timer/archive/recovery capabilities are not advertised.

Execute nine applicable public core/delivery goldens exactly; validate all 33 positive wire goldens and 15 invalid response shapes. Regressions cover lost commit fate, response-write rollback, schema substitution, bounded replay expiry and mixed-batch nonmutation. Pin conformance affe3fe and preserve unreleased 0.3.0, sole version 1 and machine format 1.

Validation at 77a0528: full suite including live PostgreSQL 1,565 passed; Python 3.13 focused public tests 31 passed; Ruff/mypy passed; all seven CI checks succeeded; independent overall LGTM. Squash merged after exact-head validation.

Closes #106.
