Begin the approved infrastructure lifecycle application with a separate durable fake destination and a format: 1 desired/observed resource model.

Remote-verified WIP checkpoint b24769c84a506c9c5acb1a334fc0fbf9e9153b65 includes native SQLite resource/operation receipts, real provider SIGKILL cuts, a bounded serialized process bridge, and a machine that retains desired changes while work is pending. Results must match the original token, requested state and expected revision; all used operation tokens remain retained to prevent historical reuse. Native retained request/response verification compares canonical bytes, including bool/int distinctions. Transport loss remains ambiguous and never triggers hidden retry/reset.

Validation: all 18 tests and Ruff pass. A fresh copied folder independently ran its own hashed dependency setup, exact public Python candidate source installation at 2f27a78bd9ab114da0e971e90ba548d55913330c, application wheel installation including machine.yaml, and all 18 tests. Exact-head independent scoped LGTM independently reran the 18 tests. All ten CI checks pass, including standalone Python 3.11/3.13 application checkpoints.

Keep draft. Durable State host/effect-journal integration, verified authenticated native handler/destination evidence, full host/provider process-kill matrix, ambiguity reconciliation, timer/recovery/relocation integration and full application review remain unfinished. Tokens are business correlation, not authority. No tag/publication/deploy; ordinary pushes only.

Refs #23; reopened audit #21.
