Adds an independent Docker-hosted expense approval workflow using the implemented public v1 Python client and SQLite execution host. The authenticated HTTP adapter preserves the host's actual minimal capabilities. The application persists complete admission/processing phases and their destination before transport, rejects changed command identity, and validates the terminal receipt before reporting success. Remote checkpoint and client journals remain independently owned.

Validation at rebased c84a2c2: seven real HTTP tests and Ruff pass, including lost admission, restart with changed discovery, concurrent-client mailbox interleaving and receipt proof. Real Docker workflow/replay/restart passed. All five GitHub checks pass; independent exact-head review confirmed the rebase preserves the reviewed application.

No verified-helper or distributed transaction claim; no tag or publication. Closes #13.
