Adds an independent Cloud Tasks workflow with the real public Google SDK. The application owns SQLite machine/inbox/outbox coordination, binds retained work to its queue destination, submits stable task identities after commit, and verifies full retained HTTP task identity when reconciling AlreadyExists. Submitted means queued, not business completion; finite provider retention and the weaker application-owned profile are explicit.
Validation at rebased d989dd0: seven SDK-object tests and Ruff pass; offline CLI start/inspect and all four GitHub checks pass. Independent review approved the implementation and verified the rebase changed only inherited final engine pins. Every dependency and exact public candidate source pin is owned by this folder. No live Cloud mutation, tag or publication.
