Standing guidance for stacked pull requests: declare a multi-PR change as a
stack rather than leaving the branches separately based, since branch
protection follows enrolment. Includes a command cheat sheet and a reference
link.
Third layer on the CLAUDE.md stack, so the three docs changes rebase cleanly
instead of conflicting.
