Adds the shared dc-shared:publication v1 block to AGENTS.md: the open-core publication boundary decided in ADR 009 (fortemate/fortemate-internal#184). Definitions, mechanics and contracts stay public; production parameter values, experiment verdicts and private names go to the private knowledge base. Forward-only, no history rewriting.

Canonical text lives in fortemate/.github AGENTS.md; this copy is byte-identical and verified with the agents-shared-blocks skill. Refs fortemate/fortemate-internal#186 (do not close).
