Context

The canonical dc-shared:issue-management block in fortemate/.github AGENTS.md was updated to v2 as part of the engineering-project pipeline review.

Changes

  • Add Execution tier routing rules (Routine / Mid / Frontier / Human-only / Decompose).
  • Guardrail: agents must never apply or remove the jules label (human-only execution trigger).
  • Priority becomes an optional queue-jumper field; Effort and milestone mandates removed (org fields deleted).
  • Project membership is issues-only (never pull requests).
