Problem: a compact mapping between integer keys and sets of integers that takes advantage of regularity and degrades gracefully in storage efficiency when fragmented would be useful for serialization of resource sets that map hierarchical elements. Add a new taskmap-like representation that can be used as a building block in the design of Rv2, and is also generic enough to be generally useful.
