Added two atStartAngle() methods in ArmSubsystem; they aren't used anywhere. Disabled the Absolute Encoder Raw angle log in Smart Dashboard, and tweaked the encoder initialization to be faster. Finally, added a few constants.
Shouldn't change any functionality.
