`uv` is a better management tool and much faster, so this commit updates the project to use it instead of `poetry`.

uvis a more modern and much faster tool in my experience in other projects, hence this pull request replacespoetrywith it.In addition,
blackis replaced byruffflake8is replaced byruffas wellmypyis replaced byty.And we should get a violation-free code-base with the new tools now.
