🧪 [testing improvement] Enhance is_secret_key test coverage

🎯 What: The test_is_secret_key function in src/utils/secrets/mod.rs was not exhaustively testing all capabilities of the is_secret_key helper function.

📊 Coverage: The new tests cover:

• Exact and substring matches for whitelist keywords (case-insensitive).
• Exact and substring matches for blacklist overrides (case-insensitive).
• Case variations for the "value" prefix matching logic.
• General negative non-secret tests.

✨ Result: Improved test reliability and 100% logic coverage for the is_secret_key heuristics helper function.
