Move the tree-sitter-tablegen pin from e803084 to e610f2c, the current head of the grammar's main branch. The grammar itself is unchanged across that range: grammar.js, the generated parser, and the queries are untouched, so no TableGen query file needs a follow-up. The intervening commits only touch CI, the language bindings, examples, and the vendored tree-sitter array header.
