Syncs the vendored scanner with saphyr-parser 0.1.0, whose only change is saphyr#129: an empty node now comes through as an empty plain scalar instead of ~. The upstream test updates come with it, the yaml-test-suite runner drops its =VAL : rewrite, and the loader no longer needs its ~ special case for empty nodes. The saphyr dev-dependency goes to 0.1.0, and FORK.md and LICENSE now name 0.1.0. None of our fork patches are upstream yet, so the fork stays. Python behaviour is unchanged, since '' already loads as None.

Port saphyr#129: an empty node is now an empty plain scalar instead
of "~", so the yaml-test-suite runner no longer rewrites "=VAL :".
Bump the saphyr dev-dependency to 0.1.0 and drop the loader's "~"
special case for synthetic empty nodes.
