I know Rust claims to use semver, but it really doesn't, and the same goes for crate versioning: even though this looks like a minor version, it's actually a backward compatibility breaking release, so this requires "actual work" to uplift. I'm unfamiliar with this codebase, is this a "10 seconds for someone who knows it", or "good opportunity to play with Rust" @kpfleming?

In Rust-land this is actually a proper SemVer bump... in the land of Rust, the 0. prefix is basically ignored, and the second component is treated as a major version number. That second component only becomes a minor version number when the first component is increased to 1 or higher.

Based on the release notes and the output from the compiler, it appears that changing the use of Rng to be RngExt instead will likely resolve the compatibility issues.
