Adds NeoN_WITH_VTK option (default OFF, ON in develop preset) that fetches VTK 9.6.0 via CPM with the required modules: CommonCore, CommonDataModel, IOXML, IOLegacy, IOCGNSReader, IOHDF, FiltersCore. System VTK is preferred when found. Also pins NeoN_VTK_VERSION in cmake/Versions.cmake, exports the option in NeoNConfig.cmake.in, and updates AUTHORS/CHANGELOG.
