Bump certifi to 2026.10.19 to drop the eMudhra roots - #143

certifi 2026.7.22 and older include emSign ECC Root CA - G3. Eight
eMudhra intermediate CA keys under that root have too little entropy,
so anyone can recover them and forge a TLS certificate for any host.
certifi 2026.10.19 removes the root.
The global uv setting exclude-newer = "7 days" holds 2026.10.19 back
until 2026-10-27. This lock adds a certifi-only exception
(exclude-newer-package certifi=2026-10-23T00:00:00Z), and uv records
it in uv.lock. Until 2026-10-27, a plain `uv lock` removes the
exception and can move certifi back. Pass the same flag to keep it:
uv lock --exclude-newer-package certifi=2026-10-23T00:00:00Z
uv 0.13.5 also writes lock revision 5.
