There have been substantial changes to the base EIP-8025 merged in #4828. I am closing this PR, and we can reopen a new PR based on the updated base when Gloas is stable. |

This is a rebase of EIP8025 on Gloas. It will remain as a draft PR until we are ready to change the target for EIP8025 to Gloas.
