Adds documentation for the new renogy_inverter_ble sensor component (see esphome/esphome#16754).

Documents the Renogy PUH 12V 3000W Pure Sine Wave Inverter (built-in Bluetooth, SKU RIV1230PU-126) and the RNGRIU family: MAC discovery, configuration example, and hub/sensor config variables.
