docs: update steering committee representation

What this PR does / why we need it:

Update the organization represented by Xunzhuo Liu on the Envoy Gateway Steering Committee from Tencent Holdings Limited to AMD following an employment change, while preserving the existing term end date.

This updates only the seat represented by Xunzhuo. Any broader annual committee renewal remains out of scope.
