Restructures the configuration documentation into a dedicated section with separate pages for each configuration topic. This improves navigation and allows for more detailed coverage of each feature.

The project configuration introduction was rewritten to clarify that
rover.jsonis optional—Rover works out of the box without it. The file is only needed when sharing configuration with a team or customizing advanced features like MCP servers, hooks, or sandbox settings.
