Fix metadata-test collection on Python 3.10 by importing tomli as a fallback to stdlib tomllib and installing tomli only below Python 3.11. Runtime behavior and the supported Python range remain unchanged. Local validation on Python 3.13: 61 tests, Ruff, compileall, manifest parsing, and a fallback-import smoke passed. The three Python 3.10 CI jobs provide the required version-specific validation.
