Problem
Currently the wingpanel turns black when apps / windows are maximized, and it's hard for me to see and locate the settings and menus while in a white background, I liked the customizability and transparent look that I previously had on Windows OS where I used a program called TranslucentTB to make my taskbar transparent and it looked really nice and cool. I was able to replicate it on Elementary OS by accident when the firefox window stretched to fill the entire screen (not maximized), which helped see things much better but also looked really nice.

Proposal
Please add a toggle for keeping the panel transparent even when app or windows are maximized. It helps see the settings much better in white backgrounds but also because I like the transparent look.
