Add Cortex plugin runtime deployment path

Summary

• add a repo-native local deployment script for the Cortex OpenClaw extension
• declare the OpenClaw extension entry in package metadata so plugin install/link can discover it
• used the script to refresh the local OpenClaw Cortex extension and confirmed runtime smoke against production Cortex

• local OpenClaw config now loads Memory (Cortex) from ~/.openclaw/extensions/cortex/dist/index.js
• installed manifest has 20 tools and 20 contract tools, including company_brain_* tools
• gateway restarted via launchctl and runtime smoke passed memory, entities, graph, and Company Brain stages
