Fix live usage, session views, and warm startup (v0.8.23)

Continuous session updates could discard every usage-query result, leaving the table blank. Keep successful backend-verified snapshots visible with an explicit refreshing status while a serialized follow-up runs. Session scope, date, rate-card, and history changes still invalidate obsolete results.

Native validation also reproduced a warm-start deadlock: history hydration acquired the ledger writer before publication, while live updates acquired the same locks in reverse order. Hydration now follows the existing publication-before-writer order, preserving newer updates and removals while streaming the archive.

Align shared table columns and prevent timestamps from overlapping adjacent cells. Normalize duration rounding and distinguish empty, loading, failed, and retained-detail states, with accessible Retry and Close actions. Includes the v0.8.23 version bump.

Validation:

• Required frontend checks passed: Svelte check, 546 Vitest tests, 32 script tests, and production build.
• Rust formatting, Clippy, and full tests passed at v0.8.23. The new Linux concurrency regression failed before the fix and passed afterward; 16 retention tests also passed.
• All 40 intentional visual changes were inspected; final pinned browser comparison passed all 94 checks, including 1,115-session scrolling and column alignment.
• Native Tauri testing passed with an isolated 1,101-session corpus and concurrent file appends: cold/warm startup, live totals, filtering, virtual scrolling, aligned columns, selected details with normalized duration, and the empty Gemini detail state. Native testing ran on Linux WebKit; Windows release validation remains the release build.
• All final-head CI and CodeQL checks passed at 73a2ed4, including visual regression.

The recording remains private; fixtures and validation screenshots use synthetic sessions.
