This PR updates the gradle wrapper to v9.0.0 and the googleJavaFormat to 1.32.0.
These updates allow the project to be built and formatted with only JDK25. Previously another JDK < v25 needed to run the gradle daemon as gradle 8.12 and spotless 1.22 did not have proper JDK25 support.
