Restores the fork-only Highway data check workflow from the preserved backup. Runs datacheck on pull requests, master pushes, and manual dispatch, and uploads results. Documents merge-based upstream syncs and clean feature branches for upstream contributions. Master protection will require an up-to-date passing datacheck before merging. No highway data changes.
