• Record T19 GitHub programme nesting and Project 38 workflow #560 (chore/github-programme-t19) landed as 4e69202 — T19 programme nesting and Project 38 workflow.

This branch (codex/repository-quality-frontier) overlaps those changes (plus T19/programme bookkeeping already on master). Merging #562 would duplicate files and conflict with current master (now also includes #563). Not merging.
